User Picture       Program that allows for custom set ICMP packets?

I have been looking for programs for constructing ICMP, and UDP data packets, I need to bee able to tailor-make data packets from the basic level, and to be able to set what flags are on in the packet headers, set values such as TTL and TOS and capture the recieved packet data for analysis.

Could anyone reccomend such a program, preferably with a GUI shell to it if possible, but one without will do in a pinch.
